Too Much Institutional Autonomy Is Bad

… I'm not advocating for the complete removal of institutional control over credit transfer. But I imagine that nearly every student in California who wants to enroll in a public higher education institution and is effectively limited to his or her local community college enrolls with the expectation that their earned credits will at the very least be good at other public higher education institutions in California. The fact that reality diverges so sharply from this reasonable expectation tells you a lot about how little consideration student interests receive.
