… Legson appeared at the U.S. Information Service Library in Kampala, Uganda. There, he came across a directory of colleges in America. From there he found addresses and he decided to apply to one college - “Skagit Valley Junior College, Mt. Vernon, Washington.” In December 1960, more than two years after his journey commenced, Legson Kayira arrived at Skagit Valley College.

A “perfect storm” is enveloping higher education, which will lead to revolutionary changes: increasing tuition rates, low degree completion rates, grim employment prospects and low wages for graduates, declining high school vs. college pay differential for women, demographics (growth in elderly population, declining 18- to 24-year-olds), student debt ratios, pressure from politicians and foundations to expand college participation and graduation, unprecedented federal budget deficits.
